What is it? It is a public policy to detect and prevent early diseases in all newborns through a blood test during the first 72 hours after birth.
Where? In Colombia.
When? On Wednesday, August 14, 2019, President Duque signed Law 1980 of 2019, which approves it to take this exam within the Benefits Plan that governs the country in health matters.
Who? This Law was promoted by Congresswoman Margarita Restrepo for Colombian Government.
Why? It is created in order to expand and guarantee health services. Thanks to neonatal screening, up to seven diseases can be identified, including metabolic, genetic and developmental pathologies in babies. Some of these are congenital hypothyroidism, phenylketonuria and other inherited diseases such as hemoglobinopathies.
Likewise, the screening program brings with it two elements. The first of these is the "right to ensure that all children at birth have the scientific and analytical capacity to detect diseases that will affect their quality of life early, thanks to this exercise we will save lives." The second is a triumph over "fiscal considerations, the common good and equity because before these exercises were the privilege of few, families with comfortable incomes, which means a leap in equity by turning screening into a public policy within reach of all. "
